Elias Naur e1b3928819 io/semantic: [API] replace DisabledOp with EnabledOp ...

The double-negative DisabledOp is harder to understand than a
straightforward EnabledOp. Note that the absence of an EnabledOp
implies still means that the widget is enabled.
